In Italia, la disparità di genere nel mondo del lavoro continua ad essere un tema di grande occupazione, soprattutto tra i giovani laureati.
Secondo il crescente rapporto “Educatin at a Glance 2024” dell’Organizzazione per la Cooperazione e lo sviluppo economico (OCSE) le donne italiane con laurea guadagnano in media il 42% in meno rispetto ai loro colleghi uomini.
Si tratta del più alto divario retributivo tra i paesi OCSE dove la media dei gap salariali per i laureati al 1° impiego si attesta al 17%.
Implicazione sul divario occupazionale e salariale
Il rapporto non si limita ad evidenziare le disparità salariali, ma mette anche in luce un altro aspetto critico: il divario occupazionale tra uomini e donne sotto i 35 anni senza un diploma di istruzione sanitaria.
Solo il 36% delle giovani donne che non hanno completato gli studi superiori riesce a trovare lavoro, mentre la percentuale sale al 72% per gli uomini. Questa disparità è collegata a un contesto più ampio: l’Italia si colloca all’ultimo posto nell’Unione Europea pe quanto riguarda l’occupazione femminile tra i 20 e i 64 anni, con un tasso del 55% a fronte di una media comunitaria del 69,3%.
Un altro dato significativo riguarda le donne che, dopo aver avuto figli, scelgono di abbandonare la carriera lavorativa: una su cinque rinuncia a proseguire il proprio percorso professionale a causa della maternità.
Causa del gap salariale femminile
Perché, quindi, le donne laureate guadagnano in meno? Tre fattori principali emergono dal rapporto:
- Minore presenza nelle discipline Stem: le donne sono meno rappresentate in settori ad alto reddito come la scienza, la tecnologia, l’ingegneria e la matematica (STEM), il che limita le opportunità economiche.
- Stereotipi e discriminazioni di genere: gli stereotipi di genere influenzano le scelte educative delle donne, riducendo le loro opportunità lavorative e le discriminazioni presenti nel mercato del lavoro imitano la loro possibilità di avanzare nella carriera e di ottenere parità salariale.
E’ interessante notare che l’istruzione funge da elemento di protezione per le donne con figli. Tra coloro che hanno un alto livello di istruzione, infatti, il divario occupazionale tra madri e non madri è contenuto, con una differenza di soli 8,5 punti percentuali.
Il sottofinanziamento dell’istruzione italiana
Un altro elemento chiave del rapporto riguarda gli investimenti italiani in istruzione, che risultano significativamente inferiori rispetto alla media OCSE ed europea.
Con solo il 4% del PIL destinato all’istruzione, l’Italia è sotto la media OCSE (4,9%) e quella UE (5%).
Inoltre, la spesa per studente, che in media è di 12.760 dollari, si riduce man mano che si prosegue con i gradi di istruzione più alti, a differenza di quanto accade nella maggior parte dei paesi OCSE.
Questo ritardo negli investimenti ha un impatto diretto sulle fasce più vulnerabili della popolazione; uno studente su quattro proviene da famiglie in difficoltà economiche e raggiunge livelli di competenza inferiori rispetto a uno su venti degli studenti provenienti da famiglie più benestanti
Le evidenze presentate nel rapporto OCSE “Education at a Glance 2024” dimostrano chiaramente la necessità di un investimento maggiore e mirato nell’istruzione in Italia.
L’insufficiente supporto pubblico al sistema educativo non solo compromette le opportunità di crescita economica e sociale, ma perpetua le disuguaglianze di genere e di classe.
Se vogliamo garantire un futuro più equo e competitivo per le giovani generazioni, è essenziale che l’Italia adotti rapidamente le sue politiche educative e di investimento agli standard europei e globali.
